HUMAN RESOURCES MANAGER Exempt DESCRIPTION OF WORK Plan, direct and coordinate personnel and labor relations activities for the City; direct and participate in recruitment and employment, labor negotiations, classification and compensation, employee benefits, safety programs, training and employee development; coordinate assigned activities with those of other City departments and outside agencies; and provide policy, technical and administrative support to the Mayor, City Council, City Administrator and City Departments. Under general administrative direction of the City Administrator. ESSENTIAL FUNCTIONS Coordinate and manage a comprehensive personnel program; formulate and recommend policies, regulations and practices for carrying out the program; consult with and advise City staff to coordinate the various phases of the policies, practices, ordinances and resolutions. Recommend and administer goals, policies and procedures and implement standardized processes and forms. Manage and participate in the development and administration of the City's classification and compensation plan, recruitment and selection, training and employee performance evaluation activities. Participate in the administration of the City's benefits package; explain benefits program to employees; coordinate and direct onboarding activities, including but not limited to, new employee orientation programs. Develops appropriate, and standardized, written and oral performance evaluations. Evaluates cut-off scores and test items analysis; and the establishment of eligible lists; serves as the Civil Service Commission Examiner/Secretary and advises the commission on selection. Coordinate the labor negotiation process; meet with department heads to resolve employee problems; work with administrators in labor relations reviewing grievances and discussing plans of action; may interview parties, analyze the grievance and propose a response to the grievance; assist department heads with resolution; conduct investigation of alleged violations of City policy and procedures; directs the implementation of the City's anti-harassment policy; manages employment litigation against the City, including recommendations to hire outside attorneys, negotiating settlements, and responding to EEOC charges. Advise and assist employees and City management in a variety of personnel matters including the interpretation and application of personnel policies and the processing of employee grievances; assist with disciplinary actions, investigations and terminations. Administer the City's employee benefit insurance programs including group health, dental and life insurance programs. Coordinate department activities with those of other departments and outside agencies and organizations; provide staff assistance to the City Administrator and City Council; prepare and present staff reports and other necessary correspondence. Develop, plan and implement department goals and objectives; review and revise policies and procedures to assure efficient operation and responsiveness to all employees, customers and citizens. Direct, oversee and participate in the development of the department's work plan; assign work activities, projects and program; monitor work flow; review and evaluate work products, methods and procedures. Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures as necessary. Develop procedures and manage the recruitment and selection programs; prepare recruitment information; employment advertising; evaluate applications; screen, test and process applicants; conduct interviews, check references and background information submitted by applicants; make selection decisions and employment offers; coordinate and assist in the selection and processing of upper-management personnel. Oversee risk management activities and administration. Oversee the administration and support of the City wellness program. Supervise and participate in the development and administration of the department budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve department expenditures. Participate on a variety of boards and commissions; attend and participate in professional group meetings; explain and justify budget items to the City Council. Stay abreast of new trends and innovations in the field of personnel, employment law, employee training and organizational development. Coordinate training and employee development programs to build organization and employee communication and job skills. Set up programs and practices to maintain City compliance with EPA, ADA, EEO and related employment laws and regulations. Exercise direct supervision over clerical and technical staff. Prepare and annually update City personnel policies to reflect changing organizational needs. Performs related work as required and other duties as assigned without additional compensation. DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS Knowledge of: Modern and complex principles and practices of public personnel administration, including methods and techniques used in recruitment and selection, classification, salary and benefits administration and labor relations. Principles and practices of organization, administration and personnel management. Principles and practices of budget preparation and administration. Pertinent federal, state and local laws, codes and regulations. Principles of supervision, training and performance evaluation. Sources of information related to a broad range of municipal programs and services. Ability to: Effectively direct and coordinate administrative activities including personnel and training. Interpret and apply applicable policies, procedures, laws and regulations. Plan, organize and direct a comprehensive personnel and management program. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Identify and respond to public and City Council issues and concerns. Select, supervise, train, evaluate and motivate staff. Prepare and monitor a budget. Prepare clear and concise reports. Communicate clearly and concisely, both orally and in writing. Stay abreast of new trends, developments and legal opinions relating to the fields of personnel, compensation administration, employee development and labor relations. Establish and maintain effective working relationships with those contacted in the course of work including the members of the City Council, government officials, management staff, employees, public agencies, consultants, and the general public. Maintain confidentiality at all times and perform all of the above with a high degree of personal integrity and ethics. EXPERIENCE AND TRAINING Bachelor's degree from an accredited college or university with major course work in public administration, business administration, human resources or a related field. A master's degree in business administration, human resource management or a related field is desirable. In addition to the education previously referenced, the successful candidate shall have five to seven years of increasingly responsible experience in municipal personnel and labor relations including four years of administrative and supervisory responsibility. SPECIAL REQUIREMENTS Possession of, or ability to obtain and maintain, a valid driver's license.
